It's very clean and nice. I would make the "go" button of the search area rounded too, since it fits with the theme of the menubar. Also, will the menubar items have a hover image? Those will need to be added too. Make sure the background can be tiled, or at least cleanly stretched to fit the browser window. Other than that, it looks good. ^_^

How will you be exporting it as a HTML webpage? Slices and export as images and HTML, or just images, and manually create the HTML?

Some styling on any image placed there would be good, although that's usually done in CSS. Also, the main content could to with being a teeny bit narrower to be inline with the menubar. It is looking awesome though. ^_^

It won't be inline with the menu. Tried seeing what it'd look like, but I don't like it being lined up with the Menu

I like them, text could to with being made bigger and clearer though. I went for the Visitor font because it's blocky like Minecraft, but it seems slightly out of place for the forums.

If you want, I can pass over the .psd of the ranks images that we use currently. Those exact colours, and number of ranks are to be kept. :3

My computer mouse is broken currently. I am forced to use the laptop touchpad, and doing graphics with that is just too much effort. Currently learning how to code websites, so you might see some of my coded websites in the near future :)

WordPad - Definatly not. You need something that has built-in recognition of coding languages. Notepad++ has that, it's freeware.

Paint.NET - Definatly not, as well. If you want you website to look professional, then I suggest you get either Photoshop, or GIMP. GIMP is freeware, while you have to pay for Photoshop.

You can create some pretty nifty stuff in Paint.net. The only thing stopping you from making anything unprofessional is you and how you use your software. Not everybody has access to software like Photoshop and may have to use freeware, and Paint.net has many tools to help you make some professional looking stuff, but it may not be as good as something that may have been produced in photoshop.
