In order to create coloured text the '%' symbol must be used as a prefix on the Classic Server, while the '&' symbol is used as a prefix on the SMP server.

Code:
0: Black              8: Gray
1: Navy               9: Blue
2: Green              a: Lime                                                   
3: Teal               b: Aqua                                     
4: Maroon             c: Red                                                 
5: Purple             d: Pink                                 
6: Gold               e: Yellow                   
7: Silver             f: White

Chat Emoticons are created by surrounding set commands in parenthesis.
