i see a problem with this. . . if a player needs moderation but the person ignored the op nothing can be done except kicking them. Also, if an op needs to talk with a person and the person is annoyed at the op for say demoting or what not and they ignore them the problem escalates due to the person ignoring the op. Moreover, if people are trying to talk to a person and they are ignored then the conversation is lost and one sad person. Compliments or criticism would be lost due to this command. This would also be a means of people melting down and freaking out by ignoring someone. I don't see how this would be a good addition to hawkserv as it would make moderation very hard to do.

Permissions can be set to prevent the user from /ignoring a halfop+, and anyone who ignores anyone else can receive a message saying that the user ignored them (although it could have side effects). Ops can also be notified of a user ignoring another, and so forth.

The only problem I see with this is a complete rewrite of the chat system, which is a massive job and could potentially introduce more bugs for a minor addition.

The best way around this would be to just not read the chat from that user. It's a case of will power. The only reason you have to ignore a user is because they're harassing you, which is against our rules, so the best way to resolve that is to inform an op, or use the Abuse Report forums. :3
