An Operator is doing something you think is wrong, what do you do: I would use whisper chat to politely tell them what they were doing wrong and why they were doing it, if they continued, I would ask again then inform an admin or more experienced op.

You see someone griefing, yet no Ops are available to help you, and you're not an Operator yet. What do you do: I summon them and politely ask them to repair the grief. I do this 3 times, if they continue griefing or just walk away, I tempban them.

Experience with being an Operator or higher rank on other servers (server name and experience): None currently.

What makes you better suited for this position than other applicants: I'm on almost constantly, whether its SMP or classic, and I do my absolute best to be polite and reasonable.

How often do you read the server rules and the Terms and Conditions: Terms and conditions usually about once a month, maybe twice. Server rules, normally once a day.

Can you cite any changes made to the rules/Terms in the past week: No.

What have you done to help this server so far, and/or how do you plan to help once you become an operator: So far, I've gone on frequent grief patrols and done my best to rid the server of griefers when it's opless, I also try to help players of a lesser rank when they need it. When I become op, (If I become op) I will do my best to keep the server as wonderful and fun as it already is, I will also continue to help guests/other ranks and answer their questions as accurately as I can.

Another Operator is pestering you, and you have the rank of Operator as well, what do you do: I would politely ask them to stop twice using whisper chat, if they still continued, I would inform an admin or more experienced op.
