Nice to meet you and I think a good picture editing software depends on what you want.
You want to go hardcore picture editing, Photoshop or Adobe Fireworks. If you want a simple, but good picture editing software, I recommend Paint.NET which is completely free. |

| Skins are a challenge in the aspect that you are restricted due to the resolutions of the skin in my opinion. Other that that, I agree that it is fun to make skins. |
